WASI-libc from which `dlmalloc` was vendored is already included in latest Swift SDKs for Wasm.

WASI-libc from which
dlmallocwas vendored is already included in latest Swift SDKs for Wasm. Also use new CI workflows to verify that building with Embedded Swift SDK is working.
